The Mining Chamber of Industry and Commerce (Górnicza Izba Przemysłowo-Handlowa), with its registered office at ul. Kościuszki 30, 40-048 Katowice, NIP: 634-10-12-786, KRS: 0000095169, hereinafter referred to as the “Contracting Authority”, invites the submission of offers in connection with the ongoing market research procedure, as part of the project “Regional Observatory of the Transformation Process (ROPT)”, (decision no. UDA-RPSL.01.04.03-24-0004/22-00 of the Board of the Silesian Voivodeship), co-financed by the European Union under the European Regional Development Fund, as part of the Regional Operational Program of the Silesian Voivodeship for 2014-2020 – Priority Axis I Modern Economy, Measure 1.4. Support for the innovation ecosystem, Sub-measure 1.4.3. Management and implementation of the regional innovation ecosystem of the Silesian Voivodeship – regional transformation.

Subject of the Order

The subject of the order is the provision of services as a moderator for a series of six innovation workshops for entrepreneurs, inventors, and technology pioneers (research institutes, science and technology parks, universities), with the participation of employers. The workshops will be held in Katowice between February and September 2023 (the exact venue will be specified at a later date). Detailed information about the order can be found in the attached Detailed Description of the Subject of the Order.

This market research does not constitute an offer within the meaning of Art. 66 of the Act of April 23, 1964 – Civil Code (Journal of Laws of 2022, item 1360, as amended), nor is it an announcement within the meaning of the Act of September 11, 2019 – Public Procurement Law (Journal of Laws of 2022, item 1710, as amended) and does not create an obligation for the Contracting Authority to accept any of the offers due to the estimated value of the order not exceeding the PLN equivalent of the amount of EUR 30,000.00.

Deadline, Place of Submission, and Additional Information

The submitted offer must include the total net amount for the execution of the order. The offer should be delivered electronically by January 27 of this year by 23:59 to the e-mail address: warsztaty@giph.com.pl. An offer is considered submitted on time if it is delivered by the date and time indicated above. Offers sent after this deadline will not be considered (the date and time the electronic offer is received by the Contracting Authority’s server is decisive).

Submission Requirements

Offers should be sent exclusively by electronic means to the e-mail address indicated above in the form of scanned documents (maximum attachment size should not exceed 10 MB). The offer must be signed by the Bidder or by a person duly authorized to represent the Bidder (in such a case, a scanned document confirming the authorization to represent the Bidder must also be attached to the offer).

Evaluation Criteria and Selection

The criterion for evaluating the submitted offers will be the net price. The Contracting Authority will notify the Bidders of the selection of the offer via e-mail. The Contracting Authority reserves the right to change the deadline for the execution of the order, as well as the right to negotiate the terms of the offer and the right to resign from the order without giving a reason. Summary of the Procedure

The Mining Chamber of Industry and Commerce informs that it has conducted market research for the provision of services as a moderator for a series of six innovation workshops for entrepreneurs, inventors, and technology pioneers (research institutes, science and technology parks, universities), with the participation of employers. In response to the inquiry, one offer was received by the Chamber: from Mr. Marcin Baron, residing at ul. Pogodna 46c, 43-190 Mikołów.

Selection Rationale

The offer for the amount of PLN 14,400.00 net meets the assumptions resulting from the Contracting Authority’s budget; therefore, it was selected for the execution of the order.
