Market Research Inquiry
The Mining Chamber of Industry and Commerce (Górnicza Izba Przemysłowo-Handlowa), with its registered office at ul. Kościuszki 30, 40-048 Katowice, NIP: 634-10-12-786, KRS: 0000095169, hereinafter referred to as the “Contracting Authority”, invites the submission of offers in connection with the ongoing market research procedure, as part of the project “Regional Observatory of the Transformation Process (ROPT)” (decision no. UDA-RPSL.01.04.03-24-0004/22-00 of the Board of the Silesian Voivodeship), co-financed by the European Union under the European Regional Development Fund, as part of the Regional Operational Program of the Silesian Voivodeship for 2014-2020 – Priority Axis I Modern Economy, Measure 1.4. Support for the innovation ecosystem, Sub-measure 1.4.3. Management and implementation of the regional innovation ecosystem of the Silesian Voivodeship – regional transformation.
Subject of the Order
The subject of the order is the provision of training services during workshops on local socio-economic development on July 5, 2022, in Katowice. Detailed information regarding the order is provided in the attachment.

This market research does not constitute an offer within the meaning of Art. 66 of the Act of April 23, 1964 – Civil Code (Journal of Laws of 2020, item 1740, as amended), nor is it an announcement within the meaning of the Act of September 11, 2019 – Public Procurement Law (Journal of Laws of 2021, item 1129, as amended) and does not create an obligation for the Contracting Authority to accept any of the offers due to the estimated value of the order not exceeding the PLN equivalent of the amount of EUR 30,000.00.
Deadline, Place of Submission, and Additional Information
The submitted offer must include the total gross amount for the execution of the order. Furthermore, the offer should contain copies of acceptance protocols, references, or other documents certifying that the requirements specified by the Contracting Authority have been met. The offer should be delivered in writing via post, courier, submitted in person at the Contracting Authority’s address provided in point I, or sent to the e-mail address: warsztaty@giph.com.pl by June 21, 2022, by 23:59.
Submission and Evaluation Rules
An offer is considered submitted on time if it is delivered by the date and time indicated above. Offers sent after this deadline will not be considered (the date and time the electronic offer is received by the Contracting Authority’s server is decisive). The criterion for evaluating the submitted offers will be the gross price. The Contracting Authority will notify the Bidders of the selection of the offer via e-mail.
Reservations and Contact
The Contracting Authority reserves the right to change the deadline for the execution of the order, as well as the right to negotiate the terms of the offer and the right to resign from the order without giving a reason. Summary of the Procedure
The Mining Chamber of Industry and Commerce informs that it has conducted market research for the provision of training services during workshops on local socio-economic development on July 5, 2022, in Katowice. In response to the inquiry dated June 14, 2022, one offer was received by the Chamber from Dr hab., prof. UE Adam Drobniak.
Selection Rationale
The offer for the amount of PLN 3,300.00 gross meets the assumptions resulting from the Contracting Authority’s budget; therefore, it was selected for the execution of the order.
